With reference to your letter of the 12th instant, No.25144/22, relative to the recruitment of R.C.P. Constables for the Hong Kong Police Force, I have the honour to state that pending a ruling regarding their pensions, we are unable to proceed with the engagement of candidates, as those now under consideration are not prepared to make definite application until this question has been settled.
